The meeting was called to order at 3:02 p.m.

Councillor Gural noted that the Pride Flag has been raised at the community flagpole for Pride Month. She also highlighted that June is National Indigenous History Month and Seniors Month.

    THAT the Committee of the Whole enter into a Statutory Public Meeting to consider the application to amend Zoning By-law 23-08, as amended, of the Village of Merrickville-Wolford, File Number ZBA-04-2025.

Councillor Gural as the Chair called the Public Meeting to order. She gave an overview of the proposed application and noted that this Public Meeting was to discuss a Zoning By-law amendment under Section 34 of the Planning Act. 

The Clerk stated that notice of Public Meeting for File ZBA-04-2025 (St. Ann Catholic Church) was advertised on the Village website and publicly on May 5th, 2025, with a Public Meeting sign posted on the property on May 5th. Notices were mailed to properties within 120m of the property on May 6th. All other notification requirements were met. Forbes Symon, Senior Planner, provided a brief overview of the Planning Report and the proposed zoning by-law amendment for file ZBA-04-2025 (St. Ann Catholic Church). 

The proposed zoning amendment would serve to amend Zoning By-law 23-08, as amended, by rezoning the proposed severed lot from ‘Institutional’ (I) zone to ‘Residential Type 2’ (R2) zone to permit the future residential use of the lands. This zoning amendment is Condition #2 to be fulfilled as part of Consent Applications B-111-24 and B-112-24. 

Agency comments were received from Enbridge Gas and Parks Canada. No concerns were identified from the agencies. No comments were submitted from the public in writing. 

The applicant was provided an opportunity to comment on the application. The applicant provided a brief summary of the purpose of the application. She outlined the reason for the proposed severance of the property and the reason for the zoning amendment to maintain the operation of St. Ann Church and sell the property that the rectory is situated on.  

The opportunity was provided for members of the public to comment. No comments from the public were offered. 

Committee of the Whole members were provided an opportunity to ask questions or provide comment. There were no questions or comments. 

There were no further questions. The Public Meeting for File ZBA-04-2025 was closed.

Mayor Cameron discussed an email he received recently from a resident regarding a close call for an accident at the 3-way stop intersection of County Road 43, Main Street and St. Lawrence. He noted that a conversation would be beneficial to have on how to better manage the intersection and move the conversation forward. He continued that including North Grenville, Montague, United Counties of Leeds and Grenville, and Parks Canada in the conversation would assist in being able to see how to better manage the intersection.

    THAT Committee direct staff to speak to United Counties of Leeds and Grenville and Parks Canada to explore opportunities for Merrickville-Wolford to consider installing new signage and/or traffic calming measures to alleviate traffic concerns at the intersection of Mill, Main and St. Lawrence Streets and provide an update back to Council on the rationalization of the intersection being a 3-way stop.

Deputy Mayor Barr reminded Council and staff that June 20th is the RVCA Watershed Tour Day. She encouraged all to register and participate in the informative and fun day. 

Mayor Cameron called a Point of Order regarding individual Council Members communicating with the OPP. He noted that all communication is to be directed through the CAO.
